GOVERNANCE REVIEW – MAJOR PROGRESS UPDATE

Christ Church has made substantial progress towards modernising its governance arrangements, following extensive consultation and detailed work.

The House

The proposed changes (which will be implemented via new Statutes) are designed to strengthen transparency, accountability, and clarity of roles, while retaining the House’s historic character as both college and cathedral.

Among the most significant developments under the proposed plans are the clarification of responsibilities between the Governing Body, a new Governing Council, and Chapter. Under the proposed plans, the intention is for trustee powers to be delegated to a small Council of up to 15 members to allow for effective decision-making. The Governing Body will retain oversight and may be consulted on key strategic issues. The Governing Council will include representatives of the College and members of Chapter.

As already communicated, the headship of Christ Church will be changed such that there is a new position – to be named the Provost – with oversight of the joint foundation and a new role of Dean whose responsibilities will lie purely with the Cathedral.

The Remuneration Committee (currently our Salaries Board) will have a chair taken from among its external members, ensuring robust external scrutiny of pay and benefits.

It should be noted that an Audit and Risk Committee, also including external members and with an independent chair, has already been established following the Grieve report. External members also sit on the Finance Committee and the Investment Group. 

In addition, the House has strengthened its administrative and financial leadership. The Treasury has been restructured: Cathy Gigou has been appointed as Treasurer or CFO, and a Chief Investment Officer will be appointed shortly, ensuring strong financial stewardship during this period of transition.

The redrafted statutes will also:

  • modernise provisions on leave,
  • refer to relevant academics as ‘Fellows’ rather than ‘Students’, aligning Christ Church with standard University practice,
  • update language to reflect current equality standards, and
  • clarify roles such as that of the Chaplain alongside new welfare structures.

In addition, the number of Honorary Fellowships is to be expanded, continuing to recognise distinguished service to the House.

Throughout this process, Christ Church has kept the University, the Charity Commission, and the Church of England informed of developments. Their continued awareness and input will help ensure that the formal consultation phase proceeds smoothly.

These proposed reforms represent a major step forward and are intended to blend continuity with necessary change. They strengthen Christ Church’s governance for the long term, ensuring that the House remains well equipped to serve its charitable mission and distinctive dual role in education and religion as we look to the future in our 500th anniversary year.

The next steps will be decisive votes on the proposed changes followed by formal consultation with eternal stakeholders including the university, the Charity Commission and the Church of England. Thereafter they will be laid before both Houses of Parliament and then put for formal approval by Order made by the Crown in Council.

 A further report on progress will be made at the end of next term.
